It should also be borne in mind that the status of solicitor has been improved by your acceptance of the recommendation in paragraph 141 of the Salaries Commission's Report that there should be no differentiation between their initial salary and that of barristers. Moreover, if the recommendation made in paragraph 5 above that additional powers be conferred on the Registrar of the Supreme Court is accepted, retention of the salary recommended for the post by the Salaries Commission would go far to allay such discontent as might arise. with which my predecessor agreed, of appointing solicitors to a wider range of posts within the Colonial Legal Service as a whole. This policy could be supplemented to the advantage of suitable legal officers who are solicitors, by granting them facility to proceed to the United Kingdom to become harristers and so qualify themselves for ultimate appointment to the Judiciary or as Law Officers. It is possibly also not out of place to suggest that in due course Legal Officers who are solicitors should be eligible for appointment to the post of Clerk to the Municipal Council.

I shall be grateful to receive your approval for the creation of the additional post of Legal Officer mentioned in paragraph 13 for which provision has been made (as Assistant Crown Solicitor) in the 1948/49 Estimates and for your approval in principle of the creation of the new posts of Puisne Judge and Registrar General, before the matter is referred for comideration to the Finance Committee of the Legislative Council.
